Latour is a district in Suriname that was built on former agricultural lands to meet the growing housing needs of Paramaribo, the capital city. It is located to the south of Paramaribo and can be accessed via the Indira Ghandiweg and the Martin Luther Kingweg, also known as the 'Highway'. Latour, along with other neighbourhoods, has become a refuge for economically disadvantaged residents due to the relatively cheap housing in the southern areas. However, the income in this area is low and unemployment is high, resulting in large families living in houses that have not been improved since they were built decades ago. As a result, the public spaces are heavily used. For instance, the intersection of Latourweg and Wanica Road is a popular meeting point for young people at night.

To address the consequences of climate change, such as flooding, drought, and heat island effect, a blue-green bicycle network is being planned for Paramaribo South (Latour). This urban planning study will explore the potential of using canals, water buffers, urban agriculture, parks, tree-lined avenues, and residential renewal/densification around these green-blue veins. The development of this network will also contribute to more sustainable transport/mobility and the health of residents by providing meaningful cycling and walking routes. A similar study was conducted a few years ago for Paramaribo-North. In addition to the blue-green cycling network, placemaking activities will be implemented to encourage residents to cycle or walk. These activities could include tactical quick improvements in school environments or residential areas with temporary interventions such as street painting, adapted circulation, and test set-ups.
